That's an interesting quote. Certainly an art life would offer freedom on some levels. I would think there would be a spiritual freedom but it does require time because at the end of the day you still have to pay the rent and eat. As my old pal Alastair once said, "It's difficult to be a rock star with a pram resting in the front hall." When the bills must be paid, the art life, like any other, is a discipline. You have to get up every single day and put in your hours, and probably more than the average 9 to 5 person. Not punching someone else's clock though, both literally and figuratively speaking, is a freedom. Balancing clocks though, is tough. I found, trying to finish a novel, that at the end of a day at the office, it was difficult to get back to the place I was when I knocked off in the morning. The most immediate effect was that there were lapses in pace and energy. Then there were lapses in grammar and syntax as the dialect of the corporate world varied widely from "my own." So yes, time... art requires time. Who has time? I think it all requires that you commit to one discipline or the other... or perhaps I have difficulty making transitions. And discipline has never been my strong suit.
